      — Establishes a $50M Crisis Contingency and Safety Net Fund administered by the Governor
      — Allows Fund monies to be spent only following a state of emergency declaration for the following:
      • Housing assistance, including payments to prevent eviction or foreclosure
      • Monies for entities to provide services for homeless persons including shelter, food, clothing, and transportation
      • Economic assistance to small businesses with fewer than 50 employees, nonprofit organizations, food banks, and health care providers

      — During the federal emergency declaration related to Covid-19, requires DES to provide exemption from prescribed time limitations for TANF cash assistance
      — Provides DES & AHCCCS flexibility for payments to DD providers who are providing services in alternative ways. Permits AHCCCS to authorize payments to behavioral health service providers, providers or services to individuals with intellectual and developmental disabilities (DD) and providers of service to the elderly and individuals with physical disabilities

      — Authorizes DES to establish alternative UI that meet Federal Guidelines set by DOL
      — Provides DES with flexibility to modify and adopt new rules in order to administer the UI program

      — Public schools are NOT required to extend the number of school days or hours a class must meet
      — Schools are required to offer general education opportunities as a stipulation to receive continued funding
      — Requires public schools to continue to pay employees throughout the school closure
      — Cancels statewide assessment and designates schools 19-20 letter grade as same as 18-19
